If your document attestation is rejected, do not send the same document again without fixing the reason.
Most attestation problems come from one of four places:
- The source document is wrong, altered, incomplete or cannot be verified
- A required Pakistan-side verification such as HEC, IBCC or another authority is missing
- The application information does not match the document
- The document was sent through the wrong Gulf attestation route
The correct fix depends on where the rejection happened.
For example:
- HEC can stop a degree with inconsistent names, missing transcript, overwriting or erasures
- IBCC requires the issuing Board's verification before attesting SSC/HSSC documents
- Pakistan MOFA expects documents to complete the required prior authority checks
- UAE MOFA can reject an application for wrong document type, wrong issuing authority, altered documents, missing prior attestations or incorrect information
- Saudi MOFA says applicants with rejected document-authentication requests can visit the General Department of Authentication or one of its branches for help
The key is simple:
Find the exact failing stage, correct it, and only then resubmit.
Quick Answer
| Problem | Best First Fix |
|---|---|
| HEC degree attestation rejected | Check degree/transcript, CNIC data, university verification and document condition |
| IBCC attestation rejected or blocked | Confirm the issuing Board verification is completed and available to IBCC |
| Pakistan MOFA will not process document | Check whether the required prior authority, such as HEC or IBCC, has attested/verified it first |
| Name does not match CNIC/passport | Correct the genuine source record or provide the officially accepted supporting document |
| Degree has overwriting or erasure | Obtain a revised document or verified copy from the university |
| UAE MOFA application rejected | Read the recorded reason, correct it and submit a new application |
| UAE document is laminated | Use the original unlaminated document where required |
| Wrong issuing authority selected online | Start a new application with the correct authority/document type |
| Saudi authentication request rejected | Saudi MOFA says to visit the General Department of Authentication or one of its branches for assistance |
| Translation rejected | Use a legally accepted translation that matches the original exactly |
| Apostille rejected | Check source-document eligibility, issuing authority, prior verification and application data |
| Fake document suspected | Stop using it. Correct the record through the real issuing authority |
| Should I reapply immediately? | Only after the actual rejection reason is fixed |
First: Find Out Who Rejected the Document
"Attestation rejected" is too broad.
A document can be rejected by:
- University
- Board
- HEC
- IBCC
- Pakistan MOFA
- Saudi Embassy or Consulate
- Saudi MOFA
- UAE Embassy or Consulate
- UAE MOFA
- Another Gulf authority receiving the final document
Each one checks a different part of the chain.
Example
Your degree may be genuine, but HEC refuses it because:
- transcript is missing
- name differs from CNIC
- university verification is incomplete
That is not a Saudi Embassy problem.
Or Pakistan MOFA may refuse to process an HSSC certificate because the required IBCC attestation was never completed.
That is not an HEC problem.
Always identify:
Who rejected it?
before asking:
How do I fix it?
The Attestation Chain Explained Simply
Think of attestation like a chain.
Issuing authority
↓
Pakistan verification authority
↓
Pakistan MOFA / apostille
↓
Foreign mission where required
↓
Destination-country MOFA or receiving authority where required
If one link is missing, the next authority may refuse the document.
The exact chain depends on:
- document type
- destination country
- apostille rules
- current embassy procedure
- receiving authority
Do not use one old attestation chain for every document.
Reason 1: Your Name Does Not Match
This is one of the most common problems.
Compare the name on:
- CNIC / NICOP
- Passport
- Degree
- Transcript
- Marriage certificate
- Birth certificate
- FRC
- Visa application
HEC's current requirements say information on academic documents must match and should also match CNIC/passport information.
Common Examples
CNIC: Muhammad Ahsan Khan
Degree: Mohammad Ahsan Khan
or:
Passport: Sana Bibi
Degree: Sana Khan
or:
Degree: Ayesha Muhammad
CNIC after marriage: Ayesha Ali
Some differences can be explained with legitimate supporting documents.
HEC specifically says a married female whose degree/transcript details do not match the current CNIC may need documents such as:
- old CNIC showing father's name
- Nikah Nama
- Marriage Certificate
depending on the case.
Fix
Do not edit the PDF.
Use the correct official record.
If the source document itself is wrong, ask the issuing authority to correct or reissue it.
Reason 2: Degree and Transcript Do Not Match
HEC requires the academic record to be internally consistent.
Check:
- name
- father name
- registration number
- program title
- dates
- university
- degree level
HEC also requires the transcript/result card with the degree even when the applicant does not want the transcript itself attested.
Fix
Prepare:
- original degree
- transcript/result card
- CNIC copy
- required HEC application documents
If the university record has a genuine mistake, get it corrected first.
For the full process, use the HEC Attestation Pakistan guide.
Reason 3: Your Degree Has Overwriting, Erasure or Missing Information
HEC's current rules are very clear.
HEC says it does not attest academic documents containing:
- omission
- overwriting
- erasing
A handwritten correction on a degree can therefore cause a real problem.
Fix
HEC says you can:
- contact the university for a revised clean document, or
- provide a verified copy from the Controller of Examinations of the university/degree-awarding institution where accepted
Do not cover an error with:
- correction fluid
- pen
- Photoshop
- reprinted fake seal
That can turn an ordinary document problem into a fraud problem.
Reason 4: University Verification Is Missing
HEC may require verification from the issuing university or degree-awarding institution.
This becomes especially important for:
- transcript-only cases
- department-issued transcripts
- professional programs
- documents HEC wants to verify separately
HEC says a transcript not issued by the university's Examination/Controller office may need verification from the Controller of Examination.
Fix
Contact the university.
Do not ask an outside agent to "verify" the degree.
The verification must come from the proper institution.
Reason 5: Professional Registration Is Missing
HEC's document requirements say professional degrees/diplomas can require registration or accreditation from the relevant professional body.
Examples can include regulated areas such as:
- medicine
- engineering
- other professional fields
The exact professional authority depends on the qualification.
Fix
Check whether your degree type needs professional registration or verification before HEC can complete the process.
Do not assume every university degree follows exactly the same path.
Reason 6: IBCC Cannot See the Board Verification
For SSC, HSSC and certain diploma documents, IBCC has its own process.
IBCC currently says documents issued by BISE/BTE boards should first be verified by the respective Board.
It also says applicants should ensure that this verification is available in the IBCC Attestation Portal before submitting the documents.
This is a major practical issue.
You may have a genuine Matric or FSc certificate, but if the Board verification is not available to IBCC, the attestation process can stop.
Fix
- Contact the issuing Board
- Complete the Board verification
- Confirm it is available to IBCC
- Then submit the IBCC attestation application
Do not keep booking new IBCC appointments while the Board verification is still missing.
Reason 7: You Sent a Matric/FSc Document to Pakistan MOFA Before IBCC
Pakistan MOFA's current checklist says educational certificates issued by Boards of Intermediate and Secondary Education need to be countersigned by IBCC.
That means the normal chain is not:
Board certificate -> Pakistan MOFA
It requires the relevant IBCC step first.
Fix
Complete IBCC verification/attestation and then continue to Pakistan MOFA.
Reason 8: You Sent a University Degree to Pakistan MOFA Before HEC
Pakistan MOFA's current checklist says university degrees should be attested by HEC before MOFA processing.
So if you take a raw university degree straight to Pakistan MOFA, the chain is incomplete.
Fix
Complete HEC first.
Then proceed to Pakistan MOFA/apostille as required.
For Saudi/UAE degree use, see the Pakistan Degree Attestation for Saudi & UAE guide.
Reason 9: The Wrong Document Type Was Selected
This is especially important in online systems.
UAE MOFA's current attestation service explicitly says the information entered in the application must match the uploaded document, including:
- issuing authority
- document type
- document-holder information
- other requested document information
UAE MOFA says incorrect or mismatched information can result in rejection.
Example
You upload:
Marriage Certificate
but select:
Birth Certificate
or select the wrong issuing authority.
The document can be genuine and still be rejected because the application is wrong.
Fix
Use the exact document category and issuing authority.
Reason 10: The Document Is Not Original or Was Altered
UAE MOFA explicitly lists this as a rejection reason.
A document may be rejected when:
- it is not original where an original is required
- it was altered
- information was changed
- seals/signatures appear modified
Fix
Return to the issuing authority.
Get the real original or an officially valid replacement.
Do not create a "better scan" that changes the content.
Reason 11: The Document Is Laminated
This is a surprisingly simple reason.
UAE MOFA's current attestation rules say laminated documents cannot be attested and will be rejected.
IBCC also tells applicants to remove plastic coating before submitting documents.
Fix
If the original document has been permanently laminated, ask the issuing authority or relevant attestation body what replacement/reissue route is available.
Do not damage the document trying to remove lamination yourself.
Reason 12: Required Prior Attestations Are Missing
UAE MOFA says missing required attestations can cause rejection.
For documents issued outside the UAE, its guidance says the document normally needs the required authentication in the issuing country before UAE mission/MOFA processing.
Pakistan has similar source-authority requirements before MOFA processing.
Fix
Build the chain from the beginning.
Do not start from the embassy.
Reason 13: You Used the Wrong UAE Attestation Method
UAE MOFA now uses different routes including:
- Digital Attestation
- Courier-based Attestation
- UAE Mission Abroad route
The system determines the route based on the issuing authority and document type.
UAE MOFA says an application can be rejected if a document eligible for Digital Attestation is submitted through the wrong courier-based pathway.
Fix
Read the recorded rejection reason and submit a fresh application through the correct method.
Reason 14: A UAE MOFA Rejected Application Cannot Simply Be Reopened
This is important.
UAE MOFA's current FAQ says a rejected application cannot be amended or reopened.
You need to:
- Read the rejection reason
- Correct the problem
- Submit a new application
You do not need to wait for a refund process before submitting the corrected new application.
Do not waste time looking for an "edit rejected application" button if the service says the rejected request is closed.
Reason 15: Your Translation Is Not Acceptable
Translation problems can include:
- translator not accepted
- missing original
- translation does not match original
- name spelling changed
- passport number wrong
- date wrong
- part of document not translated
UAE MOFA requires an original document in Arabic or English, or a legally certified translation, for relevant courier-based cases.
Saudi family/document processes can also require accepted Arabic translations.
Fix
Compare the translation word by word against the original.
Check every:
- name
- date
- document number
- parent name
- degree title
- marriage detail
Reason 16: You Sent the Document to the Wrong Foreign Mission
A document normally needs to be handled by the mission responsible for the country where it was issued.
For example, UAE mission guidance says a document issued in another country should generally be attested through the UAE Embassy/Consulate responsible for the country of issuance.
Do not send a Pakistan-issued certificate to a UAE mission in another country simply because you currently live there unless the mission's rules specifically allow it.
Fix
Check:
Where was the document issued?
Then check the correct mission route.
Reason 17: Apostille and Embassy Attestation Were Confused
Pakistan now operates an apostille system.
That does not mean every Gulf authority uses the same final document route.
Apostille requirements depend on:
- whether both states are parties to the Hague Apostille Convention
- whether the Convention applies between them
- the receiving authority's administrative requirements
- the type of document
Do not blindly follow:
HEC -> MOFA -> Embassy -> MOFA
for every country and every document.
Do not blindly assume:
Apostille only
for every destination either.
Check the current destination authority.
Reason 18: The Pakistan MOFA Appointment Process Was Not Followed
Pakistan MOFA's apostille portal currently warns applicants to attend on the scheduled appointment date and time.
It says applicants arriving before or after the scheduled date may not be facilitated.
Fix
Use the official online application and appointment process.
Do not travel long distance assuming the office will process an unscheduled apostille request.
Reason 19: Wrong Supporting Documents
A correct main document can still fail when the supporting file is incomplete.
Examples:
HEC
Can require:
- valid CNIC copy
- transcript/result card
- professional registration where applicable
- authority letter for representative
- additional case-specific documents
IBCC
Can require:
- original certificate/result card
- Board verification
- CNIC copies
- application form
- payment receipt
Personal Documents
Can require:
- marriage supporting records
- family records
- identity documents
- correct issuing-authority signatures
Fix
Use the checklist for the authority that is actually processing the document.
Reason 20: The Source Document Was Issued Incorrectly
Attestation cannot make a bad source document correct.
Examples:
- birth certificate missing required official signature
- marriage certificate not properly registered
- transcript issued by an unauthorised office
- certificate has incorrect registration number
- board document cannot be verified
Fix
Return to the issuing authority.
That may be:
- Union Council
- NADRA
- University
- Examination Board
- Hospital authority
- Police department
- Professional body
Correct the source before continuing the attestation chain.
Reason 21: A Fake or Unverifiable Document Was Submitted
HEC says fake degrees and related original educational documents presented for attestation can be confiscated and referred for investigation.
This is much more serious than a normal rejection.
Never submit:
- fake degree
- fake transcript
- fake IBCC stamp
- fake MOFA apostille
- fake embassy seal
- altered marriage certificate
- altered birth certificate
If an agent gave you a suspicious document, stop using it.
Verify through the real issuing authority.
What to Do Immediately After Rejection
HEC Rejection Troubleshooting
Use this checklist if the issue is at HEC.
IBCC Rejection Troubleshooting
For IBCC:
- Check the issuing Board
- Ask whether verification was completed
- Confirm the verification is visible to IBCC
- Prepare the original certificate/result card
- Prepare CNIC copies
- Use the latest application form
- Keep payment receipt
- Remove plastic coating where required
Do not assume an old manually stamped Board verification is automatically available in the online IBCC workflow.
Pakistan MOFA Rejection Troubleshooting
Pakistan MOFA is normally not the first authority for many documents.
Before MOFA:
University Degree
Check HEC.
SSC/HSSC
Check IBCC.
Technical Certificate
Check the required technical/NAVTTC verification.
Personal Document
Check the specific issuing-authority requirements in Pakistan MOFA's checklist.
Then check:
- appointment
- correct document category
- original/supporting records
- required online registration
UAE MOFA Rejection Troubleshooting
UAE MOFA is unusually helpful because its current service page actually lists common rejection reasons.
These include:
- incorrect information
- information does not match the document
- document is not original or was altered
- wrong issuing authority
- wrong document type
- document does not meet attestation requirements
- wrong attestation method
What UAE MOFA Says to Do
Read the recorded reason.
Correct it.
Submit a new application.
The rejected application itself cannot be reopened.
Saudi MOFA Rejection Troubleshooting
Saudi MOFA's current FAQ answers this directly.
If a document authentication request is rejected, Saudi MOFA says the applicant may visit:
the General Department of Authentication or any of its branches
for further assistance.
This is useful when the electronic rejection does not explain enough.
Prepare:
- document
- application number
- Saudi ID/Iqama where applicable
- payment/reference details
- previous authentication chain
- exact rejection message
Do not pay someone who says they can "remove the Saudi rejection" from inside the system.
Rejection Because of Name Mismatch
Use this order:
- Identify the correct legal name
- Check CNIC/NICOP
- Check passport
- Check source document
- Check translation
- Correct the wrong source record
- Add accepted supporting documents for genuine name changes
- Resubmit after the record is clean
Do not create a fake affidavit unless the receiving authority specifically requires a legitimate affidavit for the situation.
Rejection Because of Missing Stamp or Signature
Find out which authority's stamp is missing.
Do not just add another stamp.
For example:
- Union Council signature
- Board verification
- HEC attestation
- professional authority
- Pakistan MOFA
- foreign mission
The correct sequence matters.
Rejection Because of Translation
Check:
- Was translation required?
- Was the translator legally accepted?
- Is the complete document translated?
- Does the name match the passport?
- Are dates correct?
- Are seals described correctly?
- Is the original attached where required?
A beautiful translation is useless if it changes the official data.
Rejection Because the Document Is Old
Do not assume "old" automatically means invalid.
Some permanent documents remain valid as documents, but the receiving authority may require a recent:
- PCC
- medical certificate
- bank statement
- employment letter
- family record
Ask whether the issue is:
document expired
or:
receiving authority wants a recent version
Those are different.
Rejection Because FRC, Marriage or Birth Records Conflict
This is common in family visa files.
Example:
- FRC shows one spelling
- marriage certificate shows another
- passport shows a third
- birth certificate has an incorrect parent name
Do not choose whichever document looks easiest.
Correct the family record.
For a clean family file, use the Saudi Family Visa Documents 2026 checklist.
For spouse records, use the Saudi Marriage Certificate Attestation 2026 guide.
For child records, use the Saudi Birth Certificate Attestation 2026 guide.
For NADRA family records, use the CNIC, NICOP, FRC & NADRA Documents guide.
When Should You Reapply?
Reapply when:
- the source document is corrected
- required verification is completed
- names now match
- correct translation is ready
- missing attestation is added
- correct application route is selected
Do not follow a fake rule such as:
Always wait 30 days after rejection.
For example, UAE MOFA says you can submit a new application immediately after correcting the reason.
The timing depends on the authority and the problem.
Do You Get a Refund?
Do not assume.
Refund rules differ by authority and service.
UAE MOFA says refund eligibility depends on the applicable refund procedure and can be checked through the application/customer service process.
For some mission/courier services, government attestation fees may be refunded while courier/service charges may not be.
Check the exact rejected application.
When You Should Not Reapply
Do not reapply if:
- document is fake
- university says record is not genuine
- Board verification failed
- civil record is still wrong
- translation still has errors
- required previous authority has not completed verification
- you are using the wrong destination route
Reapplication does not fix an unresolved source problem.

HEC currently requires academic information to be internally consistent and to match identity information, and it refuses documents with omission, overwriting or erasure.
IBCC currently requires issuing-Board verification for BISE/BTE documents before attestation.
UAE MOFA currently publishes specific rejection reasons and says rejected requests cannot be reopened. Correct the reason and submit a new application.
Saudi MOFA's current FAQ says rejected document-authentication requests can be taken to the General Department of Authentication or one of its branches for assistance.
Frequently Asked Questions
Common reasons include name or document-data mismatch, missing prior verification, wrong issuing authority, wrong document type, altered documents, missing required attestations, bad translation, wrong application route, or problems with the original source document.
Check the degree and transcript, CNIC/passport details, university verification and the physical condition of the academic documents. HEC says academic information should match and it does not attest documents containing omission, overwriting or erasure.
HEC says documents with omission, overwriting or erasure are not attested. Ask the university for a revised clean document or follow HEC's accepted verified-copy route where applicable.
For BISE/BTE certificates and result cards, confirm the issuing Board has completed verification and that the verification is available to IBCC before submission.
Pakistan MOFA's checklist says Matric and Intermediate certificates issued by Boards should be countersigned by IBCC before MOFA processing.
Yes for the normal university-degree route. Pakistan MOFA's checklist says university degrees should be attested by HEC first.
Yes. Compare the source document with CNIC/NICOP and passport. Correct genuine record errors or provide officially accepted evidence for a legitimate name change.
Yes. UAE MOFA explicitly says laminated documents cannot be attested, and IBCC also advises applicants to remove plastic coating before submission.
UAE MOFA lists reasons including incorrect information, mismatch with the document, altered/non-original document, wrong issuing authority, wrong document type, unmet attestation requirements, or use of the wrong attestation method.
No. UAE MOFA says rejected applications cannot be amended or reopened. Correct the problem and submit a new application.
UAE MOFA says you may submit a new application immediately after correcting the rejection reason.
Saudi MOFA's current FAQ says you may visit the General Department of Authentication or any of its branches for further assistance.
Yes. Use an accepted translation and verify every name, date, document number and official detail against the original.
Not until you have identified and fixed the reason. Repeating the same incomplete or incorrect application usually creates another rejection.
Yes. Authorities can verify issuing institutions, official seals, QR codes and attestation records. HEC states fake educational documents can be confiscated and referred for investigation.
No. Many rejections are procedural and can be corrected. But a fake, unverifiable or legally invalid source document must be resolved with the real issuing authority before attestation can proceed.
Bottom Line
If your attestation is rejected, do not start over blindly.
Follow this order:
- Identify who rejected it
- Save the exact rejection reason
- Check the original source document
- Check names against CNIC/NICOP and passport
- Check HEC, IBCC or other Pakistan-side verification
- Check Pakistan MOFA prerequisites
- Check translation
- Check the destination-country route
- Correct the actual problem
- Submit a new application only when the file is clean
A rejected attestation is often fixable.
But the fix is not another stamp.
The fix is correcting the exact broken link in the document chain.
