To attest a Pakistani university degree for use in Qatar in 2026, the usual route is HEC verification, Pakistan Ministry of Foreign Affairs (MOFA) legalisation, Qatar Embassy attestation in Islamabad, and Qatar MOFA attestation if the receiving authority requires it. Start by confirming the exact documents your Qatar employer, university or licensing authority wants. A bachelor's degree being submitted to Qatar MOFA must be accompanied by its academic transcript.

The big change on the Pakistani side is that HEC now issues degree e-attestation through an online, paperless process. That does not automatically mean the Qatar Embassy or every other receiving office has stopped requiring physical documents or specific authentication evidence. Confirm how your HEC e-attestation is to be presented before paying for the next step.

Official starting points: HEC Degree Attestation, Pakistan MOFA consular requirements, Qatar Embassy Islamabad, and Qatar MOFA Academic Certificates.

If you only need instructions for the HEC online portal, use our separate HEC attestation guide for Pakistan. This guide concentrates on the full Pakistan-to-Qatar chain, what can go wrong between offices, and how to avoid paying for the wrong service. You can also create a personalised working list with our free document attestation checklist tool, but confirm the final steps with the authorities involved.

Qatar Degree Attestation 2026: Quick Answer

QuestionPractical answer
Where do I start?Ask the receiving Qatar employer or authority which documents and attestations are required. Check your university record before applying.
Who verifies a Pakistani university degree?HEC through its online e-attestation system.
What comes after HEC?Usually Pakistan MOFA, then Qatar Embassy in Islamabad, subject to the receiving authority's instructions.
Is Qatar MOFA also required?Qatar MOFA handles final legalisation when requested for use in Qatar. Do not assume the embassy is always the last step.
Must a bachelor's degree have a transcript?Yes, for Qatar MOFA academic-certificate submission, according to its official service page.
HEC fee in 2026PKR 3,000 per document on the official HEC system.
Qatar MOFA academic-certificate feeQAR 100 on the regular academic-certificate service page. Other routes and costs differ.
Can an apostille replace Qatar Embassy attestation?Do not assume so. Qatar is not on Pakistan MOFA's published list of apostille-accepting countries. Confirm the legalisation route first.
Can I finish the process while in Qatar?Qatar MOFA has a Complete Attestation Outside Qatar service for qualifying documents that still need foreign-country authentication. It has distinct charges and eligibility checks.
How long will everything take?No official fixed end-to-end timeline covers HEC, university verification, Pakistan MOFA, the embassy and Qatar MOFA together. Budget for delays and confirm each stage.

Important distinction: Document attestation authenticates a document's source and certification chain. It is not by itself confirmation that Qatar recognises the qualification for an academic, employment or professional purpose.

The Correct Attestation Order for a Pakistani Degree

For someone applying from Pakistan, the typical sequence is:

  1. Receiving authority: Confirm whether the employer, educational institution or professional body needs a degree, transcript, both, or additional recognition.
  2. University and HEC: Resolve academic-record errors, apply for HEC e-attestation and obtain the issued certificate.
  3. Pakistan MOFA: Complete the Pakistan-side document legalisation accepted for the Qatar destination.
  4. Qatar Embassy, Islamabad: Submit the required academic documents through the current embassy-approved route.
  5. Qatar MOFA: Complete Qatar-side legalisation if required by the person or authority receiving your degree.
  6. Separate recognition or licensing: Apply for Qatar Ministry of Education and Higher Education (MOEHE) equivalency or a professional licence only when your particular use requires it.
StageAuthorityWhat it establishesDo not confuse it with

Recognition, if requiredQatar MOEHE or a profession-specific authorityQualification recognition for the relevant purposeBasic document authentication

Not every applicant needs all six stages. For instance, an employer may request a certified degree but no education-ministry equivalency; a regulated position may require more. Use your employer's written document checklist as the final practical guide, provided it is consistent with official requirements.

Step 1: Confirm Which Degree and Documents Qatar Actually Needs

Before starting HEC attestation, ask the Qatar employer or requesting body these questions:

  • Is the requirement for the original degree, the transcript, or both?
  • Does the employer require the document to be attested by Qatar MOFA, or only by the embassy?
  • Is this for a work visa, job-title verification, a regulated professional licence, admission to a university, or academic equivalency?
  • Does the employer accept an HEC e-attestation certificate as part of the Pakistani verification chain, and what proof will the Qatar Embassy need?
  • Does the authority require an Arabic translation, and if so, at which point should it be translated and certified?
  • Is there a separate institution-recognition requirement for the university, campus or study mode?

These questions can save unnecessary applications. A document prepared for university admission may not meet the checklist for professional licensing. Equally, a work visa is not automatically refused just because every document in a personal academic file has not been embassy-attested. The employer and relevant authority determine which evidence they require.

Is degree attestation mandatory for every Qatar work visa?

Not necessarily for every occupation or every immigration process. An employer may need an attested university qualification for a particular skilled job title, government record or professional registration, but different roles can have different documentation requirements.

For the employment-visa stages themselves, see our existing Qatar Work Visa Requirements 2026 guide. Degree authentication is one document question within that wider sponsorship and residency process, not a substitute for it.

Do you need the degree and transcript?

If you are submitting a foreign bachelor's degree to Qatar MOFA for academic-certificate attestation, its official page states that it must be submitted with a transcript. That is a more reliable rule than an agent's claim that the degree certificate alone is always enough.

For HEC e-attestation, the degree and transcript are separately selectable document types. Confirm whether the transcript itself must also be attested, or simply accompany the degree, before paying twice.

Step 2: Apply for HEC Degree Attestation in Pakistan in 2026

Pakistan's Higher Education Commission introduced a fully online and paperless degree attestation system. Under the current system, an applicant submits scanned documents and academic information through the official HEC portal. HEC scrutinises the case, asks the relevant university to verify the record, and issues an e-attestation certificate when the application is approved.

This replaces the old assumption that a fresh applicant must routinely courier original degrees to HEC or visit an HEC counter to receive a physical sticker.

HEC attestation steps

  1. Open the official HEC e-services portal.
  2. Sign up or log in, then choose Degree Attestation.
  3. Enter personal information exactly as it appears on your CNIC and academic records. Resolve discrepancies before submitting.
  4. Add the awarding university, campus, programme, dates, registration number and other requested academic information.
  5. Select the degree, transcript, provisional certificate or HEC equivalence letter that you actually need attested.
  6. Upload legible scans of your CNIC and supporting academic documents. Review them carefully.
  7. Proceed to payment using the 1-Link / 1-Bill instructions and consumer number shown in the portal.
  8. Verify the payment within the portal and wait for HEC scrutiny and the university's credential verification.
  9. Respond promptly if HEC returns the application with a deficiency notice.
  10. After approval, download your HEC e-Attestation Certificate and retain the electronic record and application reference.

HEC's listed fee is PKR 3,000 per document. A degree and transcript selected as two attestation items therefore have a PKR 6,000 HEC fee component, before any other Pakistani or Qatari charge. HEC says mistaken document selections are not refundable or transferable, so check your employer's requirements before paying.

HEC also says it no longer offers photocopy attestation through this new system. It can attest some transcripts even before the final degree is issued, subject to the transcript and academic-status conditions stated on the official page.

Official source: HEC Attestation of Degrees, Diplomas and Certificates.

What if your university takes time to verify the record?

HEC sends the verified application for confirmation by the relevant university. If a university has an old record, a name mismatch, a missing registration number, or another discrepancy, the application can remain pending until the institution responds.

Rather than paying an agent to 'speed up' HEC, check your HEC dashboard for the status, keep the application reference, and contact your university's registrar or examinations office if the required verification is delayed.

Will the Qatar Embassy accept Pakistan's new HEC e-attestation?

Do not assume the answer from an old video or an agent. HEC's new system issues e-attestation certificates, while the Qatar Embassy's publicly available requirements still tell applicants to prepare university certificates through HEC and Pakistan MOFA before embassy attestation.

Before submitting, ask the Qatar Embassy or its authorised channel how it wants to receive the e-attested degree, transcript and authentication proof under the current paperless HEC process. The existence of a digital HEC certificate does not mean the embassy must accept an emailed PDF without any further checks.

Contact: Qatar Embassy in Islamabad, Embassy Services.

Step 3: Pakistan MOFA Attestation for Qatar

After HEC, the next usual Pakistani authority is the Ministry of Foreign Affairs. Pakistan MOFA's educational-document checklist says university degrees should first be authenticated by HEC, whereas matric and intermediate certificates go through IBCC.

A common error is jumping directly to the Qatar Embassy with only a university-issued degree. The embassy states that academic documents need the relevant HEC or IBCC authentication and then Pakistan MOFA attestation before it processes them.

How to prepare for Pakistan MOFA

  1. Check the current requirements on Pakistan MOFA's attestation checklist.
  2. Keep the original degree and transcript available if the MOFA or subsequent embassy service asks to inspect them, together with the HEC e-attestation evidence.
  3. Ask the relevant Pakistan MOFA service or approved channel which legalisation/attestation route is accepted specifically for Qatar.
  4. Follow its current appointment, document and payment procedure. Do not rely on a fee or procedure from a years-old blog post.
  5. Review the completed authentication carefully before proceeding to the embassy.

For cases involving degrees earned abroad rather than at a Pakistani university, the chain may be different. HEC says it does not attest foreign-issued degrees as Pakistani degrees; it issues equivalence letters against eligible foreign qualifications, and those equivalence letters can be attested via HEC. Ask the receiving authority what it needs for your actual country of issuance.

Can you use a Pakistan MOFA apostille for Qatar?

Do not treat an apostille as a guaranteed substitute for Qatar Embassy legalisation. Pakistan MOFA publishes a list of countries accepting its apostille certificates, and Qatar is not included on that list. Qatar's own academic-certificate service describes an authentication chain involving the country of origin and Qatari missions or accepted accredited missions.

Pakistan MOFA currently lists PKR 3,000 for an educational apostille document, but that published apostille fee must not be presented as the fixed price for the ordinary Qatar-specific embassy-legalisation route. Ask the relevant MOFA office and Qatar Embassy which route and exact amount apply to your documents.

Official sources: Pakistan MOFA apostille-accepting countries, Pakistan MOFA fee structure, and Qatar MOFA academic requirements.

Step 4: Qatar Embassy Degree Attestation in Islamabad

The Qatar Embassy in Islamabad sets out specific education-document rules:

  • University-issued academic certificates should be authenticated through HEC.
  • School and college board certificates should be authenticated through IBCC.
  • These documents then require Pakistan MOFA attestation before the embassy step.
  • The embassy warns against certificates from certain institutions outside the country of issuance or online-program arrangements; check directly if your qualification comes from a foreign awarding institution, franchise or distance-learning arrangement.

Before submitting to the embassy

  1. Verify that the HEC and Pakistan MOFA steps required for your document have been completed.
  2. Confirm the current method of submission with the Qatar Embassy, including whether it takes direct applicants or refers applicants to a recognised channel.
  3. Ask whether you must provide your degree and transcript together, original documents for inspection, copies, a passport copy, proof of e-attestation, and a payment receipt.
  4. Verify the current embassy fee, accepted payment method and any appointment requirements directly. A flat 2026 embassy fee for this exact case could not be reliably established from the published Islamabad service page.
  5. Keep an acknowledgment, receipt and collection or tracking reference if you hand over original documents.
  6. Inspect the completed attestation and ensure the personal details and qualification are correct.

Qatar Embassy, Islamabad

  • Official address: No. 20, University Road, Diplomatic Enclave, Sector G-5/4, Islamabad, Pakistan.
  • Telephone: +92 51 2270789, +92 51 2270768, +92 51 2270833 (as published on the embassy website).
  • Email: islamabad@mofa.gov.qa
  • Official services: Qatar Embassy Islamabad

Embassy opening hours, application intake and fees can change. Confirm them before travelling to the Diplomatic Enclave, especially if you are visiting from another city.

What about degrees from online or foreign-affiliated programmes?

Be particularly careful if the degree was issued by a university based abroad, an overseas branch, a franchise campus or a distance-learning programme. The Qatar Embassy website has an explicit eligibility warning about institutions not based in the issuing country and certain online certificates.

Do not assume that HEC e-attestation means an online degree programme is automatically accepted by Qatar. Electronic attestation and online education are different issues. Ask the embassy and the Qatar receiving authority to confirm your particular university, campus and study format before paying for every step.

Step 5: Qatar MOFA Degree Attestation After the Embassy Stage

For documents that need final legalisation in Qatar, use the Qatar Ministry of Foreign Affairs Department of Consular Affairs.

Qatar MOFA's official Academic Certificates service covers certain foreign-issued university and professional educational documents, provided they have the required country-of-origin and diplomatic authentication chain.

How to apply for Qatar MOFA attestation

  1. Open Qatar MOFA Attestation Services.
  2. Sign in using the identity or authentication route required by the live service, including Tawtheeq where applicable.
  3. Select the appropriate attestation request for an academic certificate.
  4. Submit the application with clear images and the supporting documents the portal asks for.
  5. Wait for the case review and follow instructions for payment, collection or delivery.
  6. Retain the official receipt and the attested result for your employer, university or licensing authority.

Qatar MOFA describes a workflow that includes a case review, fee payment and Qatar Post pickup/delivery for its attestation e-service. The published workflow says review is generally within one working day, but that is not a guarantee that your entire Pakistani degree chain can be completed in one day. Foreign checks and missing stamps can take longer.

Qatar MOFA fee for an academic certificate

The regular official Qatar MOFA Academic Certificates service lists a fee of QAR 100. This is a government service amount, not a quote for HEC, the Pakistan MOFA, the Qatar Embassy or document transport.

If two documents must each receive Qatar MOFA attestation, confirm whether the portal assesses each separately before calculating your total. Do not assume a transcript is included free with a degree.

Already in Qatar Without Complete Attestation? There Is Another Route

Suppose you arrived in Doha with an HEC-verified degree but still need one or more origin-country or embassy authentications. The normal academic-certificate route may not be ready for your document yet.

Qatar MOFA provides a separate Complete Attestation Outside Qatar service. It is intended for foreign-issued documents whose authentication procedures abroad are incomplete. The ministry may route the file to the Qatari mission in the country of issue or another relevant office to complete the chain.

This does not mean every incomplete document will be accepted automatically. For educational certificates, the service imposes conditions related to the accreditation and recognition of the issuing university.

Fees on the completion route

The official service page lists:

ChargeWhat Qatar MOFA publishes
Complete-attestation serviceQAR 150
Qatari mission abroadEquivalent to QAR 120, as described by the service
Foreign-country MOFA authenticationCharges according to the country involved
Other delivery or handlingConfirm in the specific application

Do not add this completion-route pricing to the QAR 100 regular academic-service fee and present the result as a universal package. They describe distinct services. First select the service appropriate to the status of your degree, then follow its actual quote and instructions.

For help, the Qatar MOFA academic-certificate page lists the government contact centre 109 and the attestation department at 40111188 for calls within Qatar.

Qatar Degree Attestation Fees in 2026: What You Can Budget

Anyone promising one all-inclusive 'official Qatar degree attestation fee' without checking your documents is oversimplifying the process.

StageOfficial published fee or budgeting guidanceNotes

HEC e-attestationPKR 3,000 per selected documentThe degree and transcript count separately when both are selected for attestation.

Translation, courier and handlingVariableUse only if the receiving office requires them.

Example: An applicant with a BS degree and transcript

Imagine a Pakistani applicant receives a job offer in Qatar and the HR department requests HEC e-attestation of both the degree and transcript, followed by Pakistan and Qatari authentication.

  • HEC degree e-attestation: PKR 3,000.
  • HEC transcript e-attestation: PKR 3,000.
  • HEC subtotal: PKR 6,000.
  • Pakistan MOFA charges: to be confirmed for the specific legalisation channel.
  • Qatar Embassy charges: to be confirmed directly.
  • Qatar MOFA regular academic-certificate attestation: QAR 100 as listed for that service, subject to the live application and any other separate service charges.

This is an illustration of the documented components, not a complete fee quote. Do not convert PKR to QAR at an invented exchange rate or assume an embassy agent's package price is a government tariff.

How long does degree attestation take?

There is no reliable single government timeline for every step combined. HEC checks depend partly on university response; Pakistan MOFA and embassy procedures depend on document readiness and submission channels; Qatar MOFA has a case review stage but may require an additional foreign authentication process.

Best practice: Start before the employer's deadline, monitor the HEC and embassy references, and avoid booking non-refundable travel solely because an agent promises completion in two or three days.

Do You Need Qatar MOEHE Degree Equivalency Too?

Attestation and academic equivalency are not the same service.

  • Attestation/legalisation verifies the authentication chain attached to your degree.
  • Degree equivalency or recognition examines whether a qualification meets the education authority's rules for the intended purpose.
  • Professional licensing may involve yet another regulator, depending on the occupation.

Qatar's Ministry of Education and Higher Education operates an official University Degree Equivalency / Attestation Service and says it can decline equivalency or validation where the qualification does not meet its rules.

Some applicants only need a legalised qualification accepted by their employer. Others, especially when dealing with formal recognition, a public-sector employer or a regulated role, may need an MOEHE or professional-authority decision. Ask the actual receiving organisation before paying for equivalency.

The Qatar MOFA Complete Attestation Outside Qatar service also has a recognition condition for the issuing university. That is why someone with a genuine degree should not assume every Qatar attestation route is available to every institution or campus.

Special Cases: Medical, Engineering, School Certificates and Foreign Degrees

Pakistani medical, dental, nursing and allied-health qualifications may require academic verification and separate professional credentials or licensing. Pakistan MOFA's published checklist specifies additional Ministry of National Health Services authentication for medical degrees.

Before submitting, ask the Qatari employer or healthcare regulator whether it wants a professional registration certificate, good-standing record, primary-source verification or another document in addition to the HEC and embassy chain. An attested MBBS or nursing degree alone does not grant permission to practise a regulated profession.

Engineering degrees

An engineering employer may ask for the degree and transcript as well as professional-registration evidence. A Pakistan Engineering Council registration and an HEC e-attestation certificate serve different purposes. Confirm the employer's Qatar-side professional requirements independently; do not assume that notarising a PEC card replaces degree attestation.

Matric, FSc, Intermediate and other board certificates

These are not university degrees. The Qatar Embassy Islamabad says certificates issued by school and college boards should first be verified through IBCC, then Pakistan MOFA, before embassy attestation. Do not submit a board certificate to HEC merely because your destination is Qatar.

A degree earned from a foreign university while living in Pakistan

An overseas degree is not necessarily processed as an ordinary Pakistani university award. HEC's current instructions distinguish degrees issued by foreign universities from HEC equivalence letters. Qatar may also examine where the awarding institution is legally based and how the course was delivered.

Before paying, tell HEC, the Qatar Embassy and the Qatar receiving body the actual awarding country, campus and study format. A degree issued outside Pakistan may require origin-country verification rather than a standard Pakistan-issued degree chain.

If you already live in Doha

First contact the Qatar employer or Qatar MOFA to find out whether you can use the regular academic-certificate service or whether the incomplete overseas attestation service applies. Avoid sending original academic documents across borders without clear instructions and secure tracking.

If your degree is rejected at the embassy

Ask which authentication step or document is missing and request the reason through an official channel. Then fix only that issue. Do not automatically start HEC again unless a revised attestation is specifically necessary.

If Qatar MOFA requests more verification

Check whether the document is fully authenticated by the Pakistan and Qatari diplomatic chain. Ask if the Complete Attestation Outside Qatar service is appropriate for the missing stage, but remember its recognition requirements and separate fees.

If an agent asks you to pay for 'guaranteed embassy approval'

Treat that as a warning sign. Embassy and ministry decisions are made by the competent authorities. Verify the submission channel, keep receipts, and never hand over original degrees without knowing who is holding them and how they will be returned.

Practical Example: A Pakistani Software Engineer Moving to Qatar

Consider a BS Software Engineering graduate from Peshawar who receives an offer from a Doha employer. HR asks for an attested degree and full transcript.

First, the applicant emails HR: "Do you require both documents to be individually attested by Qatar MOFA, or do you need the transcript only as supporting evidence?"

Second, the applicant checks CNIC and academic-record details, uses the HEC portal and selects the documents HR requires. The current HEC process produces a digital e-attestation certificate after scrutiny and university verification.

Third, the applicant contacts the Pakistan MOFA service channel about legalisation for Qatar, then confirms the Qatar Embassy's current handling of HEC e-attestation, originals and submission method.

Fourth, after obtaining the necessary embassy attestation, the applicant or employer submits the documents to Qatar MOFA if final Qatar-side authentication is required.

Finally, HR determines whether the qualification also needs a Qatar MOEHE recognition step for the specific position. The applicant keeps copies of each official result.

This example is illustrative. It shows the decision-making order, not a promise that every engineer must follow identical immigration or licensing steps.

Frequently Asked Questions

First ask your Qatar employer or receiving authority which documents it needs. For a Pakistani university degree, complete HEC's online e-attestation, then the Pakistan MOFA authentication accepted for Qatar, Qatar Embassy attestation in Islamabad, and Qatar MOFA legalisation if required. Degree recognition or professional licensing may be a separate step.

The Qatar Embassy in Islamabad says Pakistani university-issued certificates must go through HEC before Pakistan MOFA and embassy attestation. Under HEC's current process the applicant receives electronic attestation after university verification. Check how the next authority wants to inspect or verify that e-attestation.

HEC describes its current degree-attestation system as fully online and paperless, with no routine original hard-copy submission to HEC for new applications. However, Pakistan MOFA, the Qatar Embassy or another receiving authority may have separate requirements for inspecting an original document.

HEC lists PKR 3,000 per selected document. A degree and transcript separately selected for HEC e-attestation would have a PKR 6,000 HEC fee component. Other authentication charges are separate.

Qatar MOFA's standard Academic Certificates service lists QAR 100. Its separate Complete Attestation Outside Qatar service lists different charges, including a QAR 150 completion fee and a mission charge equivalent to QAR 120, plus any foreign-country fees. Do not combine the two service tariffs automatically.

Do not rely on a third-party fixed quote. The embassy's public Islamabad academic-certificate guidance explains the prerequisite authentication chain but does not establish a reliable current all-inclusive 2026 degree attestation fee for every submission. Ask the official embassy or authorised channel for the live tariff and payment instructions.

Qatar MOFA's Academic Certificates service expressly requires a transcript to accompany a foreign-issued bachelor's degree. Whether the transcript must be separately attested depends on the receiving authority and the actual service requested.

Do not assume it can. Qatar is absent from Pakistan MOFA's published list of countries accepting apostille certificates, while Qatar MOFA describes a diplomatic authentication chain. Confirm the applicable Pakistan MOFA and Qatar Embassy legalisation procedure for your document.

Possibly. Qatar MOFA offers a Complete Attestation Outside Qatar service for eligible foreign-issued documents with incomplete overseas authentication. Check eligibility, university recognition requirements and fees before submitting. A document may still need verification in Pakistan.

There is no reliable single official timeline covering university checks, HEC, Pakistan MOFA, Qatar Embassy and Qatar MOFA combined. Each authority has its own review process. Qatar MOFA's stated one-working-day case review is not a guarantee of complete overseas legalisation within one day.

No. The Qatar Embassy in Islamabad specifies IBCC as the appropriate prior attestation authority for school or college board certificates, followed by Pakistan MOFA. HEC handles relevant higher-education qualifications and its supported attestation documents.

No. Qatar MOFA handles legalisation of documents and their authentication chain, while Qatar's education ministry has a separate university-degree equivalency or validation service. Ask the receiving body whether you need either or both.

Acceptance depends on the awarding institution, its country and campus, the programme format, and the Qatar receiving authority's rules. The Qatar Embassy in Islamabad publishes restrictions concerning certain certificates connected with overseas or online arrangements. Obtain official confirmation for the exact qualification before paying.

Do not assume a university degree is a universal family-visa document. Family sponsorship typically raises different identity, relationship, salary and residence questions. Check the actual sponsor's document checklist. A professional employment record may separately require degree authentication.

Final Checklist Before You Pay or Submit Anything

Bottom Line

For a Pakistani degree intended for Qatar, the usual sequence is HEC e-attestation, Pakistan MOFA, Qatar Embassy Islamabad and Qatar MOFA when required. A foreign bachelor's degree submitted for Qatar MOFA attestation must be accompanied by its transcript. Before spending money, confirm whether the receiving organisation also requires a separate equivalency or professional-licensing decision.

Use official portals and current case-specific instructions. HEC's digital system, Qatar's regular QAR 100 academic-certificate service and Qatar's separate overseas-completion service are different processes. Choosing the correct route matters more than buying the fastest-looking agent package.
