To get a Kuwait work visa from Pakistan in 2026, you first need a genuine job offer from a Kuwaiti employer. The employer gets your work permit and work entry visa from Kuwait. You then complete your Wafid medical, police certificate and BEOE Protector registration in Pakistan, fly to Kuwait, and complete your residency and Civil ID after arrival.
Kuwait reopened visas for Pakistani citizens in May 2025, including work visas.
But a Kuwait work visa does not work like a tourist visa. You cannot apply for it yourself from Pakistan, and you cannot convert a visit into a job.
This guide explains the full process in simple steps:
- Whether Kuwait is open for Pakistani workers
- The difference between work permit, entry visa and residency
- Step-by-step process from job offer to Civil ID
- Documents you must prepare
- Wafid medical and police certificate
- Official BEOE Protector fees in Pakistan
- Kuwait fees and who pays them
- Exit permit rules after you start work

Is Kuwait Work Visa Open for Pakistan in 2026?
Yes.
On May 28, 2025, Pakistan's government announced that Kuwait had lifted its long-standing visa ban on Pakistani citizens. Kuwait resumed work, family, visit, tourist and business visas.
Some background helps, because many Pakistani workers still hear old information.
The Old Ban
Kuwait stopped issuing visas to Pakistanis, along with nationals of a few other countries, citing security conditions.
The Partial Reopening
In May 2021, Kuwait decided to resume family and business visas for Pakistanis. Technical visas for medical and oil-sector workers were also discussed at that time.
The Full Reopening
In May 2025, Kuwait resumed the wider range of visas, including ordinary work visas.
What This Means for You
Kuwait is still a smaller destination for Pakistani workers than Saudi Arabia or the UAE. If you are comparing countries, see our guides on the Saudi work visa from Pakistan, the UAE employment visa from Pakistan and the Qatar work visa process.
That matters for one reason:
When fewer genuine agents handle a country, fake offers become more common.
Read the scam section of this guide before you pay anyone.
Work Permit, Entry Visa and Residency Are Not the Same
People often say "Kuwait visa" for the whole process. In reality, there are three separate things.
1. Work Permit
Issued in Kuwait by the Public Authority for Manpower (PAM) for your employer.
Your employer applies for it online through PAM's Ashal portal. The employer needs a valid file with PAM and room in its approved manpower quota for your job.
2. Work Entry Visa
Issued by Kuwait's Ministry of Interior (General Department of Immigration).
According to Kuwait Government Online, the private-sector work entry visa requires:
- The designated entry visa application form
- The PAM work permit, verified through the computerised system
- A copy of the employer's valid signature authorisation
- A copy of your passport, valid for no less than two years
Your employer handles this application and sends you the visa.
3. Residency (Iqama) and Civil ID
After you land, your employer completes your first-time residence under Article 18. Then you receive your Civil ID card from the Public Authority for Civil Information (PACI).
Your entry visa is not your residency.
If you only land in Kuwait and stop there, your status is not complete.
Which Kuwait Work Visa Type Applies to You?
Kuwait uses article numbers for residency types. The ones Pakistani workers usually hear about are:
| Type | Who it is for |
|---|---|
| Article 18 | Private-sector workers employed by Kuwaiti companies. This is the main route for most Pakistani workers. |
| Article 17 | Workers employed in the government sector. |
| Article 20 | Domestic workers sponsored by Kuwaiti households, such as drivers, cooks and housemaids. |
Most of this guide focuses on Article 18, because that is the route most Pakistani job seekers use.
If you are going as a domestic worker, the sponsor is a household and some rules are different. For example, PAM has confirmed that domestic workers are not covered by the private-sector exit permit rule.
Kuwait Work Visa Process from Pakistan: Step by Step
Step 1: Get a Genuine Job Offer
Everything starts with a real Kuwaiti employer.
Ask for a written offer showing:
- Company name
- Job title
- Basic salary and allowances
- Duty hours
- Contract length
- Accommodation and food, if provided
- Who pays the ticket and recruitment costs
Your job title should match your education and experience. Kuwait checks qualification and job title closely, and in May 2025 it suspended requests to change an expatriate's job title or academic qualification on existing work permits.
So get the title right before the permit is issued.
Step 2: Check Your Passport
Kuwait Government Online lists a passport valid for no less than two years for the private-sector work entry visa.
If your passport has less than two years left, renew it before your employer applies. Renewing later creates a passport number mismatch.
Step 3: Employer Applies for Your Work Permit
Your employer files your work permit through PAM's Ashal portal and pays the employer fees.
You will usually be asked for:
- Passport copy
- Photo
- Educational documents
- Signed offer or contract
You do not apply to PAM yourself.
Step 4: Employer Obtains Your Work Entry Visa
Once the work permit is approved, the employer applies for your work entry visa at Kuwait's General Department of Immigration and sends it to you.
Step 5: Check Every Detail on the Entry Visa
This step takes five minutes and saves many problems.
Compare the visa with your passport:
- Full name, letter by letter
- Passport number
- Date of birth
- Nationality
- Job title
If anything is wrong, or you renewed your passport, tell your employer before you book a ticket. Also confirm with your employer the date by which you must enter Kuwait, because entry visas expire.
Step 6: Do Your Wafid Medical
Book your Gulf medical through the official Wafid website and choose Kuwait as the destination.
You need a fit result.
Step 7: Get Your Police Character Certificate
Apply for your police character certificate from the relevant Pakistani authority.
Kuwait lists a police record certificate among the documents for first-time residence. Kuwaiti embassies commonly require it to be no older than 3 months, so do not get it too early.
Step 8: Complete Attestation and the Embassy Step
Your employer or licensed agent should tell you exactly which documents need attestation and whether any embassy step is needed for your case.
Step 9: Register With BEOE and Get Your Protector Stamp
Every Pakistani going abroad for employment must register with the Bureau of Emigration and Overseas Employment (BEOE) before departure. You receive an Overseas Employment Certificate (OEC).
This is a Pakistani requirement, separate from Kuwait's rules.
Without it, you can be stopped at a Pakistani airport.
Step 10: Fly to Kuwait
Travel only after:
- Your entry visa details are correct
- Your medical is fit
- Your Protector registration is complete
Step 11: Complete Your First Residence in Kuwait
After entry, your employer completes your first-time Article 18 residence. Do not delay: Kuwait sets a legal time limit for this after arrival, and late residency can lead to fines.
Step 12: Get Your Civil ID
After your residency is issued, apply for your Civil ID through PACI.
The Civil ID is your main identity card in Kuwait. You will need it for banking, SIM cards, government services and almost everything else.
Kuwait Work Visa Documents Required from Pakistan
Your employer handles the Kuwait-side employer documents. This is what you, the worker, should prepare.
About Degree Attestation
For skilled and professional jobs, your degree normally needs attestation before Kuwait accepts it.
For Pakistani documents, the usual chain starts with:
- HEC attestation for degrees (or IBCC for school certificates)
- Pakistan Ministry of Foreign Affairs (MOFA) attestation
- Kuwaiti embassy attestation
The exact chain can depend on the document and current procedures, so confirm it before you start.
Our HEC attestation guide explains the HEC step, and our Pakistani degree attestation guide covers the full HEC and MOFA chain. The Pakistan-side steps are the same idea for Kuwait; the final embassy step is the Kuwaiti embassy.
If your documents were returned, read attestation rejected: Pakistan MOFA, HEC and IBCC fixes.
Do not submit:
- A fake or bought degree
- An altered transcript
- A qualification that belongs to someone else
A fake document can end your Gulf career, not just this visa.
Wafid (GAMCA) Medical for Kuwait
The Gulf medical system that many people still call GAMCA is now called Wafid.
Kuwait is one of the Gulf countries on Wafid.
How to Book
- Open the official Wafid website (wafid.com)
- Choose Kuwait as the destination country
- Enter your passport details
- The system assigns an approved medical centre in your city
- Pay the fee shown on Wafid
- Attend with your original passport, CNIC and photos
- Check your result later on Wafid using your passport number or slip number
You normally cannot choose the medical centre yourself.
What the Medical Checks
The Gulf medical screens for conditions such as:
- HIV
- Hepatitis B and C
- Tuberculosis (chest X-ray)
- Malaria
- Some other infectious diseases
After Arrival
Kuwait lists a disease-free certificate among the documents for first-time residence. Your employer will arrange your medical examination in Kuwait.
Warning
Only book through the official Wafid website.
Fake "GAMCA booking" pages and agents often charge extra money for the same appointment slip.
Official BEOE Protector Fees in Pakistan
These are the fees listed on BEOE's official Emigrant Fee Structure page.
Through a Licensed Overseas Employment Promoter (OEP)
| Item | Amount |
|---|---|
| OEP service charges | Rs 15,000 (Rs 6,000 for processing cases) |
| Welfare Fund (OPF) | Rs 4,000 |
| Insurance premium | Rs 2,500 |
| Registration fee | Rs 500 |
| OEC fee | Rs 200 |
| Total | Rs 22,200 |
Direct Employment (No Agent)
| Item | Amount |
|---|---|
| Welfare Fund (OPF) | Rs 4,000 |
| Insurance premium | Rs 2,500 |
| Registration fee | Rs 2,500 |
| OEC fee | Rs 200 |
| Total | Rs 9,200 |
What This Means
The official OEP service charge is Rs 15,000.
If an agent asks you for lakhs of rupees, that is far above BEOE's official service charge. Ask for a receipt for every payment and report overcharging to BEOE.
Use Only a Licensed Agent
BEOE publishes a list of OEPs with active licences on its website. Before paying anyone:
- Ask for the agent's licence number
- Check it on BEOE's active OEP list
- Pay through traceable methods
- Get a proper receipt
Kuwait Work Visa Fee for Pakistanis: Who Pays What?
The Kuwait-side government fees for the work permit, entry visa and residency are employer costs in the normal Article 18 process.
| Cost | Usually paid by |
|---|---|
| PAM work permit fee | Employer |
| Work entry visa fee | Employer |
| First-time residence fee | Employer |
| Health insurance for residency | Employer |
| Wafid medical in Pakistan | Worker (fee shown on Wafid) |
| Police certificate | Worker |
| Attestation (HEC, MOFA, embassy) | Worker, unless agreed otherwise |
| BEOE Protector fees | Worker (Rs 9,200 or Rs 22,200) |
Kuwait changed several work permit and residency fees in 2025. Reports give different amounts for the PAM work permit fee, so we have not listed a figure here. These are employer-side costs and should never be passed to you as a "visa fee."
The Most Important Point
If someone asks you for lakhs of rupees as a "Kuwait visa fee," that money is not a Kuwaiti government fee.
Ask to see your actual entry visa and confirm that your name and passport number are on it before paying large amounts.
How Long Does the Kuwait Work Visa Take?
There is no fixed official timeline, but a common range is 4 to 8 weeks from work permit application to arrival.
Delays usually come from:
- Employer paperwork or quota issues at PAM
- Medical appointment availability
- Unfit or pending medical result
- Police certificate delays
- Attestation delays
- Name or passport mismatches
Keep a simple timeline of each step with dates. It helps if you need to follow up with your employer.
After You Land: First Residence and Civil ID
Your entry visa only gets you into Kuwait.
Kuwait Government Online lists these documents for first-time residence:
- Residence application form, signed by the sponsor
- Work permit
- Health insurance certificate
- Disease-free certificate
- Copy of the sponsor's signature authorisation
- Two personal photos
- The entry visa used to enter Kuwait
- Police record certificate
- Original passport and a copy
The Sahel App
Sahel is Kuwait's official government services app.
You will use it for many services, including requesting your exit permit.
The Exit Permit: Read This Before You Plan Your First Trip Home
Since July 1, 2025, expatriates working in Kuwait's private sector under Article 18 must obtain an exit permit approved by their employer before leaving Kuwait.
This applies to:
- Holidays
- Emergency trips
- Permanent departure
How It Works
- Request the exit permit on the Sahel app
- The request goes to your registered employer
- Your employer approves it
- You travel within the permit's validity
In January 2026, PAM introduced a multiple-trip exit permit, which can cover several exits and re-entries within a chosen date range. Employers can also give advance approval.
Who Is Not Covered
- Domestic workers (Article 20), as confirmed by PAM
- Self-sponsored residents (Article 19)
Practical Tip
Request your exit permit early. Do not book a non-refundable ticket before your employer has approved it.
This is different from Saudi Arabia, where the employer issues an exit re-entry visa. If you have worked in Saudi before, see our Saudi exit re-entry visa guide to compare.
Can You Change Jobs in Kuwait?
Yes, through a work permit transfer filed by the new employer on PAM's Ashal portal.
Important points:
- An early transfer fee has been reported for transfers within the first three years of the permit
- The current employer's consent is generally required during that period
- PAM has opened temporary transfer windows for some restricted sectors
- Your exit permit still depends on your current employer until the transfer is complete
If a new employer promises a transfer, agree in writing who will pay the transfer fees.
Can You Bring Your Family to Kuwait?
Possibly, but not automatically.
Kuwait's family residence rules depend on your salary and your residency category. Check the current salary requirement for family sponsorship before accepting a job offer. A low salary offer can mean your family cannot join you.
Can You Go on a Visit Visa and Find a Job?
No.
Kuwait's official visa portal states that holders of tourist, family visit, business and government visit visas are prohibited from working and must leave when the visit period ends.
If an agent tells you to "go on visit, job will be arranged," treat it as a serious warning sign.
Common Mistakes Pakistani Applicants Make
Mistake 1: Paying for a "Visa" Without Seeing It
Never pay large amounts before you have seen a genuine entry visa in your name.
Mistake 2: Using an Unlicensed Agent
Check every agent on BEOE's active OEP list.
Mistake 3: Passport With Less Than 2 Years Left
Kuwait's private-sector work entry visa service requires at least two years of passport validity.
Mistake 4: Renewing Your Passport at the Wrong Time
A new passport number after the visa is issued causes a mismatch.
Mistake 5: Wrong Job Title
A job title that does not match your qualification can cause problems, and later changes are heavily restricted.
Mistake 6: Old Police Certificate
Get it close to your travel date so it is still accepted.
Mistake 7: Skipping the Protector Stamp
You can be offloaded at the Pakistani airport.
Mistake 8: Delaying Your Residency After Landing
Late residency can lead to fines and problems with your legal status.
Mistake 9: Booking Tickets Before the Exit Permit
Your trips home need employer approval.
Do Not Pay for a Guaranteed Kuwait Visa
Be careful if someone says:
- "100% Kuwait visa guaranteed"
- "No medical needed"
- "No Protector needed, direct flight"
- "Visit visa now, work visa later inside Kuwait"
- "Pay full amount first, visa will come later"
- "Send money to my personal account"
No private agent can honestly guarantee a Kuwaiti government decision.
Never hand over your original passport to someone you cannot verify, and never pay without a receipt.
